Bacteria have developed an impressive ability to survive and propagate in highly diverse and changing environments by evolving phenotypic heterogeneity. Phenotypic heterogeneity ensures that a subpopulation is well prepared for environmental changes. The expression bet hedging is commonly (but often incorrectly) used by molecular biologists to describe any observed phenotypic heterogeneity. In evolutionary biology, however, bet hedging denotes a risk‐spreading strategy displayed by isogenic populations that evolved in unpredictably changing environments. Opposed to other survival strategies, bet hedging evolves because the (...) selection environment changes and favours different phenotypes at different times. Consequently, in bet hedging populations all phenotypes perform differently well at any time, depending on the selection pressures present. Moreover, bet hedging is the only strategy in which temporal variance of offspring numbers per individual is minimized. Our paper aims to provide a guide for the correct use of the term bet hedging in molecular biology. (shrink)

The Movement of Showing investigates the idea, shared by Derrida, Hegel and Heidegger, that the value of their thought is not found in its results or conclusions, but in its "movement." All three describe the heart of their work in terms of a pathway, development, or movement rather than in terms of its propositions or conclusions. This seems to deprive their thought of a solid ground, and indeed deconstruction in particular is often criticized in this way. Johan de Jong (...) argues that this is a structural vulnerability that is both its weakness and the source of its value, tracing Derrida's indirect method from his early to later works, and considering his engagements with Hegel and Heidegger. His analysis locates an affinity among Hegel, Heidegger and Derrida in a shared distrust of externality and, against the grain of some Levinasian commentaries, argues that Derrida's indirectness results in an ethics of complicity. The Movement of Showing answers a central question that many polemics about continental philosophy and postmodernism revolve around concerning how, methodologically, one can philosophize responsibly. It shows the difference between critique and polemics, and why simply taking up a position for or against is insufficient in order to think responsibly. (shrink)

With his doctrine of the “complete irresponsibility of man,” Nietzsche in different ways complicates the opposition between responsibility and irresponsibility. This article traces the different and conflicting senses of irresponsibility throughout Nietzsche’s development. First, the doctrine is shown to build on Nietzsche’s early study of Heraclitus (section I), whom Nietzsche admired for expounding and embodying a radical “innocence” that was both responsible and irresponsible in different senses. When presented as “philosophical conviction” in Human, All too Human, Nietzsche paradoxically speculates about (...) the doctrine’s incorporation out of a sense of responsibility for the future of mankind (section II). Section III shows how Nietzsche’s later writings evince an increasing awareness of this paradox by explicitly positing complete irresponsibility as his own redemptive doctrine in Twilight of the Idols. After 1881, he has come to affirm a new notion of responsibility and criticizes a weak sense of irresponsibility as the abdication of one’s task. I end by discussing the relation of these different senses of irresponsibility, and argue that the fact that Nietzsche’s texts often deliberately complicate rather than clarify such distinctions is an important reflection of how he textually takes responsibility for “complete irresponsibility” (section IV). Prenatal screening for foetal abnormalities such as Down's syndrome differs from other forms of population screening in that the usual aim of achieving health gains through treatment or prevention does not seem to apply. This type of screening leads to no other options but the choice between continuing or terminating the pregnancy and can only be morally justified if its aim is to provide meaningful options for reproductive choice to pregnant women and their partners. However, this aim should not be (...) understood as maximizing reproductive choice per se. Only if understood as allowing prospective parents to avoid suffering related to living with (a child with) serious disorders and handicaps can prenatal screening be a publicly or collectively funded programme. The alternative of moving prenatal testing outside the healthcare system into the private sector is problematic, as it makes these tests accessible only to those who can afford to pay for it. New developments in prenatal screening will have to be assessed in terms of whether and to what extent they either contribute to or undermine the stated aim of providing meaningful options for reproductive choice. In the light of this criterion, this article discusses the introduction of the new non‐invasive prenatal test (NIPT), the tendency to widen the scope of follow‐up testing, as well as the possible future scenarios of genome‐wide screening and ‘prenatal personalised medicine’. The article ends with recommendations for further debate, research and analysis. (shrink)

This paper investigates the ethics of deconstruction by considering it as a form of “resultless” thinking in the sense Hannah Arendt gave to that term: as the destabilization rather than the production of rules, norms, and criteria. In section II, I distinguish deconstruction’s specific resultlessness from Arendtian “self-destruction,” skeptical suspension, and Socratic irony, for whom resultlessness issues from the symmetrical cancelling out of equal counter-arguments. To the foremost objection to the resultlessness of thinking (the Arendtian “danger” that thinking is unable (...) to respond to the urgent demand for results), deconstruction opposes a reconceptualization of the very notions of “urgency” and “danger.” But such reconceptualization still does not amount to a justification for a deconstructive ethics: I argue in section III that deconstruction always performatively relates to a threefold danger that constitutes its “anxiety.” At the core of this anxiety is the resistance to reassurance and “good conscience.” I conclude, in section IV, by asking whether the ethics of deconstruction can perhaps be qualified – if not through its results or principles – as a “fundamental attunement” [Grundstimmung], by comparing deconstruction’s anxiety to Kierkegaard’s resistance to righteousness and good conscience, in the latter’s revaluation of wonder as the fundamental attunement of philosophy. In this series of papers, I attempt to provide an answer to the question how the Babylonian scholars arrived at their mathematical theory of planetary motion. Paper I (de Jong in Arch Hist Exact Sci 73:1–37, 2019) was devoted to a study of system A theory of the outer planets. In this second paper, I will study system A theory of the planet Venus. All presently known ephemerides of Venus appear to have been written after 200 BC so that (...) the development of system A theory of Venus may have been a late development. On the other hand, there are several earlier texts in which the motion of Venus, going from one synodic phenomenon to the next one, is parametrized in quite some detail. At least six computational systems of Venus are known of which only two, systems A0 and A3, are genuine type-A systems. Both are based on the hypothesis that in exactly 1151 years Venus experiences 720 synodic phenomena of the same kind and that after this period of 1151 years Venus returns to exactly the same position in the sky. This period relation was probably derived from the observational fact that after 8 years Venus returns to a position in the zodiac that falls on average 2.5° short of its previous position. The study of the Babylonian planetary theory of Venus presented here will be primarily based on the system A3 theory of Venus because it is the most complete of the two systems. The parameters of the four step functions characterizing the system A3 model of the first and last appearances of Venus are known from previous studies of tablet BM 32599 (ACT 1050). Based on a database of synthetic observations of the first and last appearances (morning first, morning last, evening first and evening last) and the two stationary points (morning station and evening station) of Venus between 315 BC and 50 BC, I first discuss the observational material from the point of view of a Babylonian astronomer. This involves deriving synodic time intervals and synodic arcs from the observed dates and longitudes of Venus. Both vary with the position of Venus in the zodiac. This variation shows up most purely in the synodic arcs and synodic time intervals of Venus at its stations. The variation pattern of the synodic arcs and of the synodic time intervals at the first and last appearances of Venus differ considerably because they are strongly affected by atmospheric extinction and by the ecliptic latitude of Venus. A comparison of predictions of the first and last appearances of Venus computed according to system A3 with observations in the synthetic database shows that the models provide fairly accurate fits to the observations of evening last and morning first with typical standard deviations of about 2° but rather poor fits to the observations of morning last and evening first with typical standard deviations of about 7° and 4°. Quite surprisingly, it turns out that the morning first A3 model fits the observed longitudes of Venus at its stations almost perfectly, with standard deviations of about 1°. This suggests that observations of the stations of Venus must have been available to the Babylonian astronomer(s) who constructed the system A3 model of Venus and who computed the longitudes of Venus at its first and last appearances preserved in tablet BM 32599. This is quite puzzling because observations of the stations of Venus were definitely not part of the standard observing program of the Babylonian astronomers as we know it from the Astronomical Diaries. To resolve this problem, I propose that observations could have been made by some individual astronomer for his own use but that these observations never became part of the tradition of what was regularly observed and recorded in the Astronomical Diaries. It turns out that 25 years of observations of Venus (here illustrated for the years 203 BC to 178 BC) is sufficient for the construction of a system A model that perfectly fits the variation of the synodic arcs of Venus at its stations. By combining observed time intervals and known velocities of Venus, observations over this limited timespan can also be used to construct longitudes of Venus at its first and last appearances from previous known positions of Venus based on Normal Stars passages or from known positions at its stations. This is the only way in which positions of Venus at its first and last appearances can be determined because at its first and last appearances the sky is too bright for Normal Stars to be visible. I propose that the Babylonian system A3 models of Venus were based on longitudes constructed in this way. I finally suggest that the tablet, of which BM 32599 is the remainder, was filled line by line starting with a set of initial values in the bottom left-hand corner of the tablet and that the choice of these initial values was based on an observation of Venus at its evening station when it was exceptionally close to the Normal Star η Piscium in February 179 BC. Based on this choice of initial conditions, the tablet covers the years 403 BC to 170 BC and it may have been composed around 170 BC. It was probably computed with the purpose of creating a raster of longitudes with mazes of about 2.5° that could be used to predict future positions of Venus at its first or last appearance once a position at a previous first or last appearance was available. In this study I attempt to provide an answer to the question how the Babylonian scholars arrived at their mathematical theory of planetary motion. Although no texts are preserved in which the Babylonians tell us how they did it, from the surviving Astronomical Diaries we have a fairly complete picture of the nature of the observational material on which the scholars must have based their theory and from which they must have derived the values of the defining parameters. Limiting the (...) discussion to system A theory of the outer planets Saturn, Jupiter and Mars, I will argue that the development of Babylonian planetary theory was a gradual process of more than a century, starting sometime in the fifth century BC and finally resulting in the appearance of the first full-fledged astronomical ephemeris around 300 BC. The process of theory formation involved the derivation of long “exact” periods by linear combination of “Goal–Year” periods, the invention of a 360° zodiac, the discovery of the variable motion of the planets and the development of the numerical method to model this as a step function. Longitudes of the planets in the Babylonian zodiac could be determined by the scholars with an accuracy of 1° to 2° from observations of angular distances to Normal Stars with known positions. However, since the sky is too bright at first and last appearances of the planets and at acronychal rising for nearby stars to be visible, accurate longitudes as input for theoretical work could only be determined when the planets were near the stationary points in their orbits. In this study I show that the Babylonian scholars indeed based their system A modeling of the outer planets on planetary longitudes near stations, that their system A models of Saturn and Jupiter provided satisfactory results for all synodic phenomena, that they realized that their system A model of Mars did not produce satisfactory results for the second station so that separate numerical schemes were constructed to predict the positions of Mars at second station from the model at first station, and finally that their system A model for Mars provided quite poor predictions of the longitude of Mars at first and last appearances over large stretches of the zodiac. I further discuss ways in which the parameters of the system A models may have been derived from observations of the outer planets. By analyzing contemporaneous ephemerides from Uruk of four synodic phenomena of Jupiter from the second century BC, I finally illustrate how the Babylonian scholars may have used observations of Normal Star passages of planets to choose the initial conditions for their ephemerides. Teacher discipline strategies are well documented when it comes to its effects on students and the working climate in the classroom. Although it is commonly acknowledged that for student teachers classroom management is a major concern, student teachers? use of discipline strategies is largely unknown. In this paper, we examine student teachers? beliefs in relation to their discipline strategies. Three clusters of discipline strategies are distinguished: sensitive, directive and aggressive discipline strategies. Beliefs that were taken into account are self-images on (...) control and affiliation, control orientation and anticipated student responses on control and affiliation. All participants were student teachers of a one-year teacher education programme for secondary education in the Netherlands. Student questionnaires were used to measure discipline strategies (n?=?2506). Student teachers? (n?=?104) self-images, control orientation and anticipated student responses were measured with student teacher questionnaires. Results of the multiple regression analyses showed that student teachers? sensitive and directive discipline strategies are explained best by self-images on control; aggressive discipline strategies are explained best by self-images on affiliation and by control orientation. Apart from the possible academic interest in these particular findings, results are believed to be useful in a practical sense, in particular for teacher education programmes. (shrink)

Modal Meinongianism provides the semantics of sentences involving intentional verbs Priest. To that end, Modal Meinongianism employs a pointed non-normal quantified modal logic model. Like earlier Meinongian views Modal Meinongianism has a characterisation principle, that claims that any condition whatsoever is satisfied by some object in some world. Recently, Everett has proposed an argument against QCP that, if successful, gives rise to problems identical to those Russell raised for Naïve Meinongianism, namely that it allows for true contradictions, and allows us (...) to define anything into existence. Everett claims that the ordinary meanings of “actual” license an inference pattern, such that if an object satisfies Actual A at some world, then that object satisfies A in the actual world. Given that actual world is the designated point of evaluation for truth simpliciter, QCP would fall prey to Russell’s criticisms. As opposed to Everett, I argue that, even if we grant Everett the assumption that “actual” is a modal indexical that rigidly refers to the actual world, it does not conform to the inference pattern above. This is because when an object satisfies Actual A at some world, this alters the assertoric force of “actual”, because “actual” is interpreted in the scope of some modal or intentional operator. I also explain that Everett’s proposed example carries existential commitment because the problematic noun-phrase occurs outside the scope of a modal or intentional operator. (shrink)

The term “evolution” is often used in the administrative sciences to designate dynamic processes of change in general. In biology, evolution has a very specific meaning, namely the application of a generative variation-selective retention scheme to change. Applying this to the administrative sciences is more exacting: describing what the variation consists of, how replication of the generated variation occurs and delineating the population from which the selection is made are far from easy. While it is the intention of this special (...) issue as a whole to provide some empirical examples of evolutionary change in the public and private sectors, this introduction will lay out the main lines of thought in what is often referred to as universal Darwinism and what this means in the administrative sciences. Key concepts here are generative variation, selective retention, and selective institutional environment. According to the authors, the Darwinian scheme of evolutionary theory focuses on how new ideas or concepts arise, how they propagate and influence wider actor thinking and on how the institutional environment in which they operate affects their differential survival. This evolutionary process is an interplay between actors and replicators (sounds, images, and in this context mostly words) in which it cannot be said in advance which one is fooling the other. This paper explores an approach to the implementation and evaluation of integrated health service delivery. It identifies the key issues involved in integration evaluation, provides a framework for assessment and identifies areas for the development of new tools and measures. A proactive role for evaluators in responding to health service reform is advocated.

Mediation is a process in which two parties agree to resolve their dispute by negotiating over alternative solutions presented by a mediator. In order to construct such solutions, the mediator brings more information and knowledge, and, if possible, resources to the negotiation table. In order to do so, the mediator faces the challenge of determining which information is relevant to the current problem, given a vast database of knowledge. The contribution of this paper is the automated mediation machinery to resolve (...) this issue. We define the concept of a Mediation Problem and show how it can be described in Game Description Language. Furthermore, we present an algorithm that allows the mediator to efficiently determine which information is relevant to the problem and collect this information from the negotiating agents. We show with several experiments that this algorithm is much more efficient than the naive solution that simply takes all available knowledge into account. (shrink)

Prenatal screening pathways, as nowadays offered in most Western countries consist of similar tests. First, a risk‐assessment test for major aneuploides is offered to pregnant women. In case of an increased risk, invasive diagnostic tests, entailing a miscarriage risk, are offered. For decades, only conventional karyotyping was used for final diagnosis. Moreover, several foetal ultrasound scans are offered to detect major congenital anomalies, but the same scans also provide relevant information for optimal support of the pregnancy and the delivery.Recent developments (...) in prenatal screening include the application of microarrays that allow for identifying a much broader range of abnomalities than karyotyping, and non‐invasive prenatal testing (NIPT) that enables reducing the number of invasive tests for aneuploidies considerably. In the future, broad NIPT may become possible and affordable.This article will briefly address the ethical issues raised by these technological developments. First, a safe NIPT may lead to routinisation and as such challenge the central issue of informed consent and the aim of prenatal screening: to offer opportunity for autonomous reproductive choice. Widening the scope of prenatal screening also raises the question to what extent ‘reproductive autonomy’ is meant to expand. Finally, if the same test is used for two different aims, namely detection of foetal anomalies and pregnancy‐related problems, non‐directive counselling can no longer be taken as a standard. Our broad outline of the ethical issues is meant as an introduction into the more detailed ethical discussions about prenatal screening in the other articles of this special issue. (shrink)

Automated technologies and robots make decisions that cannot always be fully controlled or predicted. In addition to that, they cannot respond to punishment and blame in the ways humans do. Therefore, when automated cars harm or kill people, for example, this gives rise to concerns about responsibility-gaps and retribution-gaps. According to Sven Nyholm, however, automated cars do not pose a challenge on human responsibility, as long as humans can control them and update them. He argues that the agency exercised in (...) automated cars should be understood in terms of human–robot collaborations. This brief note focuses on the problem that arises when there are multiple people involved, but there is no obvious shared collaboration among them. Building on John Danaher’s discussion of command responsibility, it is argued that, although Nyholm might be right that autonomous cars cannot be regarded as acting on their own, independently of any human beings, worries about responsibility-gaps and retribution-gaps are still justified, because it often remains unclear how to allocate or distribute responsibility satisfactorily among the key humans involved after they have been successfully identified. One of Heidegger’s enduring concerns was to develop an original meditation on the meaning of (the presence of) the present. Integral to this attempt is his critique of the understanding of the being of beings in terms of the objectivity of the object. In this paper, I trace Heidegger’s analyses of objectivity, through which Heidegger consistently establishes objectivity as non-primordial and derivative. In order to do this, however, Heidegger had to identify a specific, narrow (spatio-temporalized) conception of objectivity (in terms (...) of Gegenstehenlassen and Vorstellen) as the hallmark of modern philosophy. I show that it is unclear whether that conception is a justified result or rather an unjustified presupposition of his approach. I then suggest what meanings of objectivity might be lost after Heidegger, by pointing to several aspects of Hegel’s notion of objectivity that are incompatible with Heidegger’s account, to wit: the lack of ‘subject-object’-terminology in his definitions of objectivity; the special language of ‘forms of’ objectivity; Hegel’s critique of representation; his notion of Gegenstand as a content with a categorical form, and, finally, that Aristotle’s notion of hypokeimenon might provide a clue as to how Hegel’s notion of object can be understood. Throughout more than two millennia philosophers adhered massively to ideal standards of scientific rationality going back ultimately to Aristotle’s Analytica posteriora . These standards got progressively shaped by and adapted to new scientific needs and tendencies. Nevertheless, a core of conditions capturing the fundamentals of what a proper science should look like remained remarkably constant all along. Call this cluster of conditions the Classical Model of Science . In this paper we will do two things. First of all, we will (...) propose a general and systematized account of the Classical Model of Science. Secondly, we will offer an analysis of the philosophical significance of this model at different historical junctures by giving an overview of the connections it has had with a number of important topics. The latter include the analytic-synthetic distinction, the axiomatic method, the hierarchical order of sciences and the status of logic as a science. Our claim is that particularly fruitful insights are gained by seeing themes such as these against the background of the Classical Model of Science. In an appendix we deal with the historiographical background of this model by considering the systematizations of Aristotle’s theory of science offered by Heinrich Scholz, and in his footsteps by Evert W.
